Arunachal lifter bags 3 bronze
ITANAGAR, Dec 22: Gungte Yangfo won three bronze medals in the 9th Youth National Weightlifting Championship at Guwahati today.
Yangfo, representing Arunachal Pradesh, lifted a total of 167 Kg (snatch 74 Kg + Clean and Jerk 93 Kg).
He is the son of Kijek Yangfo and Yadak Yangfo of Karsingsa.
Earlier in the morning session today, Tang Devi settled for fourth position after she lifting 38 kg in snatch and 50 Kg in clean and jerk in her final attempt.
Langfu Roman (85 kg), Kojum Taba (77kg), Sorum Hitlar Tagru (69kg), Sambo Lapung (69kg), Lalu Taku (62kg) will be in action at Junior Championship commencing from December 26.
PPA demands independent Home Minister
ITANAGAR, Dec 22: The City unit of People’s Party of Arunachal (PPA) has demanded the Chief Minister to immediately appoint an independent Home Minister failing which the party has threatened to launch democratic movement.
Holding the state government responsible for the prevailing law and order situation, PPA City unit president Yangbiu Takik alleged that crime was on the rise which was reason for their demand for an independent Home Minister. The party also demanded immediate removal of Gadam Ete, Parliamentary Secretary (Home) from his post. Laparoscopic sterilization camp

China sets up camp in Chepzi in Ladakh
NEW DELHI, Dec 22: Around 20 Chinese soldiers last week entered Indian territory near the LAC and pitched their tents in Chepzi area in Ladakh, sources said today.

It was not immediately known whether the Chinese troops still remained in the Indian territory or have left.
The Army had held a flag meeting with the Chinese side yesterday.
Chepzi is close to Chumar area, which has been witness to a large number of incursions by the Chinese side in the last one year.
In April, Chinese troops had entered 19 km inside Indian territory in the Daulat Beg Oldi sector and left the place only after long negotiations and a series of flag meetings between the two sides.
The reports about the Chinese camp in the area have come soon after PLA troops apprehended five Indian nationals in the Chumar area and took them to their camp across the Line of Actual Control (LAC) in an apparent bid to stake their claim on the area.

KATHMANDU, Dec 22: Indigenous People worldwide continue to face serious discrimination in terms of their basic rights. While there has been intervention at local, national and international level to create space for them, these have not worked out well.
The North East India, which is home to over 160 indigenous communities who are classified as Scheduled Tribes as per the Indian Constitution faces such apathy.
While convenient view is that Centre is responsible for the economic backwardness of the region and that the neglect by the Centre is monumental, some experts believe New Delhi has been sensitive to the tribal nature of the region.
The later view bears out from that fact that the Centre has adopted policy for less interference towards local customs and traditions of tribals in the North East and their traditional institutions of local governance and their right to natural resources ensured within the framework of sixth schedule or Article 371.
Now consider these concerns aired with regard to alienation of tribal land and their right to customary laws and traditional governing institutions.
“Despite 60 years of popular government in the state of Arunachal Pradesh, there
is lack of comprehensive land policy in the state.” said Jarjum Ete, a woman activist
from Arunachal Pradesh. She said this while speaking to media during the International
Conference on ‘Addressing Poverty and Vulnerability in the Hindu Kush Himalayas’
organized by International Centre for Integrated Mountain Development (ICIMOD) held
on December 1-
The necessity for such land policy in the state she feels is because Arunachal is now opening to outside investors for its huge hydro power resource and land being central to the identity of Indigenous People.
Ete, who was one of the discussant for the panel ‘Inclusive Social Development: the Challenges for Including the Excluded – Indigenous Communities and Marginalized Groups,’ said that though the government recognizes community ownership of land, much of it has been handed over to power companies without consent of the people.
This dichotomy is because the traditional village councils which is the decision making body at the grassroots has been made redundant. Though 73rd Constitutional amendment act talks of PRI and local leadership, there has been no devolution of powers in the state. Also expressing her views during the discussion was Achungmei Kamei, an Imphal based journalist. She said, “We belong to the land, but we don’t have ownership of the land.”
She added, “The new wave of development model in the form of privatization is threatening to undermine the constitutional and legal protection accorded to Indigenous People in terms of their rights to ancestral property, languages, cultures, and forms of governance.”
Phrang Roy, former IAS officer from Khasi community and keynote speaker for the panel said that what the indigenous communities in North East should look for now is wise leadership within the community so that Indigenous oligarchs do not appear and take advantage.
“These indigenous oligarchs are section of the leadership from rich, affluent and highly educated families who become willing partners with powers in New Delhi to exploit the resources. The influential political parties or the powerful group in the centre uses them for their own selfish purposes,” said Roy.
Adding further, Sanath Chakraborty, a freelance journalist based in Shillong said that Indigenous People in North East have to find solutions to their problems within themselves and not look outside.
Such view may seem to hold ground as with modern education, aspirations have also grown among Indigenous People leading to commercialization and diversification of their land.
According to Ete, such aspiration for prosperity is major cause for landlessness among many tribes in the mountain states of India. “With low density of population in hilly states, even the poorest has access to land. But with investors coming in these lands have been captured by the elites.”
Another expert commented that these aspirations to modernize is letting loose tribal people to be out of sync with their traditional attachments to nature and other resources. This is a period of crisis bereft of a vision that could call for a balance between the traditional systems with the aspirations for change.
Panchayat leaders crying for financial power and fund

PASIGHAT, Dec 22: Reiterating their demand for devolution of financial power to the Panchayat Raj Institution (PRIs), Zilla Parishad Member (ZPMs) of East Siang district led by their chairman Kaling Dai urged the state government to take early step to fulfill their demands and to release fund for implementation of various panchayat schemes.
The ZPMs lamented that the state’s Chief Minister, during ‘Vikash Rally’ held in Itanagar had assured the PRI members of giving financial power, but he has not yet initiated any action even after repeated approach made by the state level Panchayat Raj Coordination Committee.
“The state government already issued notification on DRDA and functioning of PRI assigning 29 subjects, but it is still depriving us from financial power consequently we are incapable to levy local tax and revenue from the departments for enriching state exchequer”, they exclaimed.
Expressing displeasure over non devolution of financial power, the PRI leaders said that as per guidelines of centrally/state sponsored schemes, PRI members are to participate and monitor the execution of scheme works. No payment should be made by the executing agency without recommendation of the ZPM of the concern block. However, development schemes in the state are being regulated by legislators without involving PRI members and thereby violating the legitimate rules.
The ZPMs, during second coordination meeting held at Pasighat recently took a serious note on the financial power issue. The meeting later adopted resolution to demand the state government to provide vehicle to the ZPCs, early release of fund for construction of ZPM cottage at Pasighat town besides development of burial ground in the villages and grazing land in each ZPC. The Rural Work Department has been entrusted to prepare the project and estimates of the schemes.
While opposing “globalization” of tender of development schemes, the ZPMs urged the authority to make the tender such as road construction, procurement or supply of materials district level.
Demanding the authority to put priority to the local farms or contractors, the leaders further urged the authority to ensure that all tenders/quotations should be intimated to the ZPMs concerned for smooth monitoring of the works.
